Procurement Analyst 3

Description:
Position Summary / Responsibilities

Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages.

Liaison
Represents organization as a prime contact on contracts or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations. May develop and deliver presentations.

Basic Qualifications
Bachelors in related field and 6 years of relevant professional experience. 4 years of relevant experience with a Master's degree

Candidate should have experience in issuing purchase orders and applying analytical skills to gather information, discern best value, develop procurement strategies, and systematically document all transactions leading to negotiation of a contract. Effective communication skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines that impact the entire value stream.

Candidate should have experience in applying critical thinking skills to perform source selection analysis based on cost or price information and understanding of the supply base. Position may support complex products and manage high-dollar value and/or high-volume procurements that require a great deal of oversight and risk management.

This position has the authority to commit funds on behalf of the company and Navy customer and requires a clear understanding of, and compliance with Government procurement guidelines, including FAR and DFAR, as well as familiarity with SAP. Previous DoD Procurement Experience and technical background are a plus. Exposure and/or experience in other areas of the supply chain value stream are a plus.

This is a senior level buying position that requires an individual who is capable of working independently, self-manage, and mentor other procurement analysts with less experience.
