Principal Project Cost Estimator

Description:
The estimating organization is responsible for the preparation of various types of estimates and or proposals for development, production and competitive contracts including modifications to existing contracts. In addition, the estimating organization supports gate reviews, Government audits and negotiations with the customer.

The Principal Cost Estimator will:
• Be independently responsible for the development, analysis and completion of the most significant estimates and or proposals in terms of complexity and company importance.
• Lead/contribute to the development of conceptual estimates, pricing strategies (this includes understanding customer, potential future work, affordability initiatives, program financial objectives, risks, and opportunities)
• Have the ability to dissect and evaluate estimates that are provided by contractors without a great amount of detail being provided.
• Have knowledge of the existing market place with regard to craft wages, burdens, indirect requirements.
• Have a good understanding of the various classes of estimates and what the requirements are for each.
• Be able to communicate estimate requirements and procedures.
• Work with other functions and disciplines from across the company to understand and evaluate the labor, material and other direct and indirect costs associated with proposed contracts and the associated program
• Utilize company estimating and pricing programs and tools
• Develop detailed Request for Estimates which are used to kick off proposals
• Lead the development of Basis of Estimates to include tracking progress, validating and analyzing actuals, ensuring consistency across the program, and confirming the estimating approach is sound
• Prepare and present Management level charts for program / company leadership review of proposal information
• . The position is capable of providing compliance guidance on complex situations
• Assess, develop and implement solutions leading to a thorough proposal and or estimate submittal
• Interface and coordinate with all levels of management within the program (this includes ensuring alignment on priorities, strategies, expectations, and status)
• Perform detailed and complex analysis of inputs to ensure soundness in our estimates
• Assist in training and supporting other estimators, proposal process, etc.)·
• Oil/Gas/Solar industry experience

Required Skills:
• 10 years of Estimating experience
• Project management and collaboration skills with ability to lead estimating teams by influencing without direct authority
• Strong organization and analytical skills
• The ability to work well in teams, with peers and management
• Strong oral and written communication skills
• Advanced skills and abilities using Microsoft Excel, Powerpoint and other related estimating tools
• Knowledge and experience with estimate proposal development, price buildup, and estimating and pricing processes
• Demonstrated ability to consistently meeting deadlines in a schedule driven environment
• Possess strong analytical abilities
• Demonstrated leadership skills or experience

Desired Skills:
• Basic working knowledge of Estimating Systems. Also able to develop Company Estimating Standards going forward. The Client is looking for recommendations for a fixed estimating platform.
• Although Project estimating will be a minimum requirement, conceptual estimationg will also be required from time to time for business development

Required Education:
Bachelor's degree required with strong preference for Accounting, Finance, Business Administration, or related/applicable field and 10 years of Estimating and/or Finance experience or a Masters’ Degree and - 6 years of experience is required.

• Generally favorable indoor office workspace.
• Travel will be required to site locations, partner contract office locations, corporate office
• Various levels of environmental conditions including but not limited to project worksites and vendor/client facilities which may have temporary office space, moving mechanical parts and vibration
• All other duties assigned by the company.
