PDS Tech Commercial is seeking an experienced Sr Procurement Specialist to support critical government and aerospace programs. This high-impact role is responsible for managing the full lifecycle of FAR Part 15 proposals and subcontracts, from proposal development through contract award and supplier management.



We're looking for a procurement professional who thrives in a fast-paced government contracting environment and can quickly establish long-term agreements, negotiate favorable pricing, and drive contract penetration while ensuring full compliance with FAR and DFARS requirements.





What You'll Do



 



FAR Part 15 Subcontract Management




  • Lead the end-to-end execution of FAR Part 15 proposals and subcontract activities.
  • Develop compliant subcontracting strategies in accordance with FAR, DFARS, and company requirements.
  • Prepare and support government proposal packages.
  • Partner closely with pricing teams to ensure accurate and compliant submissions.


Supplier Negotiation & Contract Strategy




  • Develop and execute negotiation strategies that deliver fair and reasonable pricing.
  • Establish long-term agreements that support business objectives and cost competitiveness.
  • Negotiate pricing, terms, conditions, and delivery requirements with suppliers.
  • Manage subcontract awards, modifications, and purchase agreements.


Market Research & Cost Analysis




  • Conduct market research and supplier evaluations.
  • Analyze supplier pricing, cost data, and proposal submissions.
  • Support Truthful Cost or Pricing Data (TCPD) requirements when applicable.
  • Drive sourcing decisions that maximize value and mitigate risk.


Supplier & Program Management




  • Manage strategic suppliers supporting aerospace and defense programs.
  • Build supplier strategies that ensure quality, delivery, and cost objectives are achieved.
  • Support subcontractors throughout all phases of the program lifecycle.
  • Monitor supplier performance and address contractual issues proactively.


Leadership & Mentorship




  • Lead assigned commodity responsibilities within the sourcing organization.
  • Train, mentor, and support other team members.
  • Share best practices related to FAR Part 15 compliance, negotiation, and subcontract management.
  • Support continuous improvement initiatives within the procurement organization.




Required Qualifications




  • 3–5 years of experience in:

    • Sourcing
    • Procurement
    • Supply Chain
    • Contracts
    • Business
    • Finance


  • FAR Part 15 subcontracting experience.
  • U.S. Person status due to contractual requirements.
  • Strong negotiation and supplier management skills.
  • Excellent communication and relationship-building abilities.
  • Ability to manage multiple priorities while maintaining attention to detail.
  • Strong analytical and problem-solving skills.




Preferred Qualifications




  • Bachelor's Degree.
  • Aerospace, defense, or government contracting experience.
  • Knowledge of:

    • Federal Acquisition Regulations (FAR)
    • Defense Federal Acquisition Regulations (DFARS)


  • Experience managing:

    • Firm Fixed Price (FFP)
    • Cost Plus (CP)
    • Cost Plus Incentive Fee (CPIF)
    • Other government contract types


  • Experience with Truthful Cost or Pricing Data (TCPD).
  • SAP and subcontract management systems experience.
  • Ability to review and negotiate complex terms and conditions.
  • Experience supporting subcontractors across the entire program lifecycle.

Pay Details: $48.00 to $50.40 per hour
