The Quality Assurance Manager is responsible to the Repair Station Manager for the overall compliance with the Repair Station and Quality Control Manual (RSQCM), and the approved Training program. In addition, the QA Manager is responsible for directing, planning, and laying out the details of inspection standards,

methods, and procedures used by the repair station in complying with all applicable Federal Aviation Regulations, manufacturer's specifications and recommendations.



PRIMARY DUTIES & RESPONSIBILITIES:

Responsible for the direct supervision and management of the Quality Assurance Department staff as applicable including the Chief Inspector, Inspectors, and Records Personnel.
Assure all inspections are properly performed on all completed work and that the proper inspection records, reports, and forms used by the repair station are completed and executed prior to releasing the product for return to service.
Approve implementation or changes to all forms and tags used by the repair station.
Determine that all technical data on articles overhauled or repaired by the repair station are kept current with latest revisions. This data includes manufacturer's overhaul manuals, service bulletins, part specifications, related FAA approved data, and other technical data used by the repair station.
Assure that periodic checks are made on all inspection tools and the calibration of precision equipment used by the repair station and technicians who keep their own precision equipment. Further assure that current records of those inspections and tests are maintained.
Determine that no defective, unserviceable, or unairworthy parts are installed in any component or article released by the repair station.
Submit reports of defects or unairworthy condition in accordance with 14CFR §145.221.
Assure the proper execution of a maintenance release and/or FAA Form 337 when required.
Assure that procedures used in procurement and reception of aircraft parts will guard against 'bogus' and 'unapproved' parts from entering the parts system and to ensure that any such parts are detected before their use.
Oversee the preliminary, hidden damage, in-progress, and final inspections of all articles maintained by the repair station and the recording of results of such inspections.
Oversee the proper tagging and identification of all parts and components as outlined in this manual.
See that unairworthy parts are segregated and quarantined in such a way as to prevent their reuse as serviceable parts.
Assure that all inspections are properly performed on all completed work before it is approved for return to service, and that the proper inspection and maintenance records, reports and forms required for each release are properly executed.
Assure that the proper inspection records, reports, and forms used by the repair station are available to all inspection personnel.
Maintain and keep current a regulatory library including federal aviation regulations, type certificate data sheets, and FAA published airworthiness directives.
Compile completed work orders and inspection forms in such a manner that once filed information pertaining to a specific item can by readily located for review.
Assure that the responsible technician(s) properly execute complete entries on forms and work orders used by the repair station.
Ensure that any maintenance performed for 14 CFR 121, 125, 129 or 135 Carriers under a Continuous Airworthiness Program per 14 CFR 145.1 through 145.205 is accomplished in accordance with that Carriers manual and that all required inspection items are inspected by RII inspectors, not performing the work.
Ensure that all regulations are followed as it relates to Contract Maintenance IAW 14 CFR 145.209 (h) & 145.217.
Ensure that proper entries are made into maintenance logs & work orders IAW 14 CFR Part 43 and Operator/Air Carrier manuals.
As applicable, serve as the International Organization for Standardization (ISO) Quality Manager, ensure compliance with the ISO-9001, Quality Management System (QMS) manual to include quality metrics related to maintenance and parts. Write quality escapes/corrective actions to eliminate future escapes. Assist in performance of internal audits and process improvement actions.
SKILLS AND EXPERIENCE:

FAA Airframe and Powerplant Certificate required, FAA Inspection Authorization - preferred
5+ years of experience in an FAA Part 145 Certified Repair Station including progressive experience in supervisory and inspector roles.
5+ years of experience in an FAA Part 145 Certified Repair Station specifically working on / overseeing A&P or Inspector roles on Rotorcraft: Bell, MD and/or Airbus
Technical degree in Aviation related field (degree may be offset by additional experience)
Working knowledge of FAA and Federal Aviation Regulations pertaining to maintenance programs and procedures. Experience working with the FAA - preferred
Computer skills necessary to learn and/or operate word processing, spreadsheet, database, and email. Experience using aircraft maintenance planning software systems such as EBIS is highly desired.
Working knowledge of process improvement methodology and application
Verbal and written communication skills
Business writing skills necessary to create various reports and correspondence
Presentation skills necessary to effectively communicate, update, persuade, and/or facilitate discussions with all levels of management
Planning and organizational skills necessary to prioritize, assign and coordinate workload of assigned area and employees with a multiple project setting
Experience in ISO 9001 Quality Management System compliance - preferred
