Job Description:
Knowledge Management Analyst to support development of Air Force (AF) Strategic Development Planning and Experimentation (SDPE) knowledge management and communication strategy. This candidate will identify and support the implementation of innovative approaches to collaborate using enterprise solutions to disseminate information, share best practices, and promote information sharing to SDPE partners and external stakeholders. This support will include identifying and assisting in the execution of strategies for closing knowledge gaps within existing systems and proposed streamlined approaches to advance knowledge; developing an organizational knowledge management strategy including a knowledge management infrastructure, systems, and a common tool set to capture, transfer, organize, and analyze information; assisting project staff with developing targeted knowledge management products, authoritative data services, visualization tools, and materials within a collaborative environment; cultivating knowledge management approaches, processes, analytical tools and systems supporting research; interrogating existing data sets and systems to identify and collate existing trends in the data; working closely with the SDPE Knowledge Management Team to provide up to date tools, information, and learning to inform SDPE experimentation campaigns and capability development planning; build and maintain professional networks with other relevant offices/centers on knowledge sharing lessons learned and best practices, Air Force Digital Engineering and Digital Thread.

Work location is at Wright-Patterson AFB in Dayton, OH and sit within AFRL/RS SDPE office.

Knowledge, Skills and Abilities:
Experience in knowledge/data management principles, leveraging technologies to share information, organizational learning and related fields.
Computer skills, including Microsoft Office Suite, experience with web platforms (e.g. SharePoint), and electronic communications.
Experience in data capture and analysis, and in evaluating and assessing organizational impact to inform governance development, service delivery and future architecture developments.
Proven ability to organize and share information effectively and understanding of how to visualize / present data for different users and audiences.
Facilitation and collaboration skills working with multi-level stakeholders, including technical and subject matter experts, government agencies, local partners, researchers and others.

Interviewing skills, to talk with individuals and groups about their needs and ask the right questions to surface essential requirements information
Listening skills, to understand what people say and to detect what they might be hesitant to say
Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements
Facilitation skills, to lead requirements elicitation workshops
Observational skills, to validate data obtained via other techniques and expose new areas for elicitation
Writing skills, to communicate information effectively to customers, marketing, managers, and technical staff
Organizational skills, to work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information
Interpersonal skills, to help negotiate priorities and to resolve conflicts among project stakeholders (such as customers, product management, and engineering)

PREFERRED SKILLS
Experience in cutting edge Industry or Academia in the fields of Information Technology (including Artificial Intelligence, Bi Data). Robotics. Bio/Med, Energy, or other critical emerging technology sector.
Experience at a National Laboratory or DoD Lab. Exposure to Defense requirements generation or operations.
Project management skills: schedule and manage Client and financial resources.
