Instrument Engineer (OK)

Description:
Contract Instrument Engineer

Our Client in Ponca City, Oklahoma (Refinery) has a crude oil processing capacity of 203 MBPD. Both foreign and domestic crudes are delivered by pipeline from Canada, Oklahoma, Kansas and Texas. The refinery's facilities include fluid catalytic cracking, delayed coking and hydro-desulfurization units that enable it to produce high ratios of gasoline and diesel fuel from crude oil. Finished petroleum products are shipped by truck, rail and Company-owned and common carrier pipelines to markets throughout the mid-continent region. Operations are run 24 hours per day, seven days per week.

Major Products: Gasoline, Diesel, Jet fuel, Kerosene, Heating oils.

Capacities: Crude oil and Other Charge Capacity: 203,000 BPD; Gasoline Production Capacity: 110,000 BPD; Distillate Production Capacity: 85,000 BPD.

Description:
The Instrument Engineer is responsible for the design, engineering, and implementation of process instrumentation and control systems from initial conception through commissioning.

The Instrument Engineer is responsible for design and engineering that provide the most reliable and cost- effective instrument and control systems. The Instrument Engineer also provides consulting services to process engineers in developing process design specifications, develops operating and training manuals for mechanical and process personnel, and participates in training operating personnel.

The Instrument Engineer writes purchase and construction specifications and writes and performs Factory Acceptance Tests procedures.

The Instrument Engineer specifies, procures, and configures Distributed Control Systems, and field hardware such as transmitters, control valves, and electronic transmission systems.

The Instrument Engineer utilizes American Petroleum Institute (API) Standards, Instrumentation, Systems and Automation Society (ISA) Standards, National Fire Protection Association (NFPA), and Client standards and practices to perform the above functions..

Responsibilities may include:
• Instrumentation and controls capital projects engineering including front-end-loading, cost estimates, specifications and oversight of detailed design.
• Identifying areas where instrumentation/controls can improve plant operation and profitability
• Owning and leveraging the application of instrumentation safety standards, mechanical integrity, design, and maintenance.
• Functioning as Project Engineer on instrumentation and control system capital projects and large instrumentation maintenance projects
• Using documentation systems and processes which maintain accurate instrumentation equipment and control system information and drawings
• Supporting criticality assessments of the plant's instrumentation equipment
• Designing Refinery Safety Instrumented Systems (SIS) design and maintenance
• Performing Safety Integrity Level (SIL) analysis and engineering upgrades of safety instrumented systems
• Assisting in developing strategic plans for implementing/upgrading instrumentation and control systems
• Serving as a technical resource to properly identify new and existing equipment specifications and proper operating parameters/ranges for instrumentation equipment
• Overseeing application and interpretation of National Electric Code and other applicable city, state, federal codes and standards (e.g. NPRA, NFPA, API, ISA)
• Performing audits of instrumentation installations and process control loops including failure analysis inspections
• Interacting with engineering and construction contractors, both on-site and off-site
• Review instrument changes for Management of Change approval. Ensure that changes are properly designed and documented.
• Assist with training and development of operators, technicians, and engineers in order to high-grade skill sets with respect to the instrument asset base.
• Support DCS operator interfaces with respect to information presentation and abnormal situation management.
• Facilitate increases in unit availability, increases in product quality, and reductions in refinery maintenance costs by developing and maintaining reliability systems for the plant’s instrumentation assets. Provide leadership for implementation of these reliability systems.

QUALIFICATIONS
Basic/Required: (Remember, anything listed in this section is a qualification the candidate MUST have in order to be considered.)
• Must possess a bachelor's degree in Electrical Engineering, Chemical Engineering, Mechanical Engineering or Engineering Physics
• 3+ years of experience in a refinery and/or chemical industry
• 3+ years of direct experience in process instrumentation design and/or maintenance.

Preferred: (Candidates do NOT have to have all of the items listed in this section to be considered.)
• Knowledge of the Ponca City Refinery instrumentation asset base.
• Proficient in use of SAP - PM & PS Modules
• Demonstrated knowledge and experience designing and supporting Safety Instrumented Systems (SIS), Safety Instrumented Functions (SIF), Layers of Protection Analysis (LOPA), and High Integrity Pressure Protection Systems (HIPPS).
• Proficient in computer applications such as Word, Excel, Outlook, and MS Projects
• Expert knowledge of field instrumentation and controls through design and field installation experience
• Demonstrated knowledge and experience on Programmable Logic Controllers (PLC) and Distributed Control Systems (DCS), preferably on Honeywell TDC3000 / Experion and FSC Safety Managers.
• Demonstrated knowledge on Process Analyzers, Chromatographs, and Gas Monitoring Systems.
• Demonstrated knowledge and use of SPI (InTools) database and specifications
• Strong analytical skills including statistical analysis
• Strong interpersonal and written communication skills
• Ability to lead execution of work and resolve issues in a team environment

Electrical Engineer - Power (OK)

Description:
POSITION OVERVIEW- KEY JOB ELEMENTS:
This position is for the power electrical engineer position. This candidate will provide technical expertise, project management, as well as, project development for the client's electrical system in this plant facility. This engineer will handle all aspects of this plant's electrical system and provide electrical engineering for capital improvement projects (refinery). There will be occasion where support will be needed in the instrumentation area. BSEE REQUIRED.

Key Job Duties and Job Responsibilities:
These key job elements are included but not limited to the Electrical Engineer position:

This candidate will be required to oversee power requirements and coordinate with other projects in progress. Conduct system analysis studies (load flow, voltage drop, short circuit, etc.) for capital improvement projects. Prepare electrical equipment specifications and obtain and review all vendor quotes for electrical equipment. Must interface with other engineering personnel, construction contractors, and vendors during the project. Ensure during planning all work is completed within corporate safety guidelines and promote same throughout the project to completion.

Additional job responsibilities required for this position are as follows:
Review and approve electrical drawings for projects pertaining to equipment location, one-line diagrams, electrical area classification and schematics. Prepare cost estimates (both budgetary and definitive) for current and future electrical projects. Must support multidisciplinary projects by providing electrical expertise and additional recommendations.

Must be able to participate in the development of work scope for electrical equipment related to turnaround and capital projects. Develop projects to meet the reliability division's objectives including reliability, capacity, growth, maintainability and expendability.

Inspections: will be required to perform safety inspections and initial startup safety reviews.

Cost Estimates: will be required to manage electrical projects, such as cost and scheduling, safety, and other miscellaneous from conceptual studies, design, construction and safe start-up. Will be required to perform preliminary engineering studies by preparing project objectives letter, milestone schedule and cost estimate for current projects and future projects.

Standards and Safety: Must adhere to company standards in electrical design, equipment specifications, construction and testing. Must have the ability to apply and interprete the National Electric Code and other applicable codes and standards (e.g. NFPA, API, UL, API, and other). Must adhre to the county and city regulations including special equipment approvals (UL) and building permits.

Draftsperson / Designer (KS)

Description:
FOR KANSAS LOCAL RESIDENT ONLY
The qualified applicant will have at least 5 years of experience utilzing AutoCAD, CADWORX, Microsoft Office Applications.

A minimum of two years of college in the Engineering Sciences or a Vocational Technical Degree with emphasis in drafting or engineering sciences.

The drafting person will work under the direction of the drafting supervisor or project manager for the day to day activities. The supervisor or project manager will schedule the person's work load and work with the individual to implement the proper drafting standards and design guidelines from the Client's Engineering Standards and Desk Instructions.

Create production drawings and specfication from engineering layouts, typically generated by a project engineer, and produce individual component drawings and assembly drawings used in engineering.

Incorporating the ECN's (Engineering Change Notices)into current engineering documentations and updating drawings.

Updating of the Engineering, Design, and Drafting Standards.

The position is a 40 hours per week, full time non-exempt salary position. Work hours are from 8:00am to 5:00pm with one hour for lunch. Some overtime may be expected at times but not as an ongoing basis. Salary will be commensurate with experience with full company benefits. Description:
Procurement Analysts play a key role in the supply chain management process. Their primary responsibility is to serve as the liaison between their employer and vendors. Any company who sells products relies on supply chain management, so Procurement Analysts are employed in virtually every industry. Procurement Analyst Duties and Responsibilities:
There are several duties and responsibilities involved in the process of identifying and selecting vendors.

Negotiate Supply Contracts With Vendors
Procurement Analysts are ultimately responsible for closing deals with vendors. This requires good negotiation skills, as there is often big money on the line. It also requires written communication skills to draft vendor contracts.
Evaluate and Compare Vendors
Procurement Analysts have to be experts at the cost-benefit analysis. They constantly use this analytical tool to compare vendors and choose the one that best fits the needs of their employer.
Document Costs and Generate Reports
Procurement Analysts are responsible for documenting the costs for all vendors, as well as generating monthly cost reports to present to stakeholders. They are also responsible for documenting the communication cycle with potential vendor leads, for which they typically use Customer Relationship Management software.
Procurement Analysts rely on a combination of soft skills and technical knowledge of their specific industry in order to do their jobs well. Regardless of industry, Procurement Analysts have to be analytical thinkers who are able to process a lot of information, and make decisions based on said information. Procurement Analysts also have to be comfortable speaking in front of small groups, as they often find themselves presenting their opinions to stakeholders on both side of the process.
